Definitions
Mobilisation:
Mobilization expresses the process by which all the material, moral power and resources of Turkish Republic of Northern Cyprus are prepared, organized and used due to passing from a state of peace to a state of war to meet the requirements of a conflict. For this reason, necessary information about personnel, vehicle, goods and service mobilization is provided by the SECURITY FORCES COMMAND and necessary precautions are taken to meet the requirements sufficiently at the place of need in time.
State of War:
Refers to the period of time between the declaration of war and the withdrawal of this state where rights and freedom are either partially or completely limited by law.
State of Mobilization:
Expresses the period of time between the declaration of mobilization and the end of mobilization.
Mobilization Announcement:
The council of Ministers can announce mobilization according to the proposal or suggestion of the Security Forces Command. The announcement is done in cases war, events that can lead to war or occasions that are against the Fundamental Law on lands dominated by TRNC.
Personnel Mobilization:
In order for the Security Forces Command to complete the mobilized personnel cadre and to provide sufficient personnel to the Region Protection Units in case of mobilization, the collective services of personnel mobilization includes training and providing enough mobilized personnel during times of peace and mobilization and calling citizens to arm in case of mobilization.
Vehicle Mobilization:
According to the rules of the Mobilization Legislations, citizens, formal and semi-formal government institutions and private institutions are obliged to provide motorized and non-motorized vehicles to the Security Forces Command during mobilization announcement according to the needs of the Security Forces Command and the mobilized Region Protection Units and to attend the vehicle mobilization preparations, detections and trainings during times of both peace and mobilization.
Goods and Service Mobilization:
According to the rules of the Mobilization Legistation, citizens, formal and semi-formal government institutions and private institutions are obliged to provide movable and immovable properties to the Security Forces Command during mobilization announcement according to the needs of the civilians at the warzone, Security Forces Command and the mobilized Region Protection Units and to attend goods and service mobilization preparations, detections and trainings during times of both peace and mobilization.
Postponement:
During a state of peace prior to the announcement of mobilization or extraordinary situation, reserve personnel eligible for mabilization calls who are employees or specialists in government institutions or are in the technical staff of any institution are detected and are not called into arm during announcement of mobilization.
Mobilized Personnel:
This refers to the reserve personnel included in the mobilized personnel to increase a unit up to the level of a mobilized troop basis or to raise the unit’s power up to a level permitted by the Security Forces Command.
Reserve Personnel:
This refers to the reserve regular officer, reserve regular non-commisioned officier and reserve regular privates included in the mobilized personnel to increase a unit up to the level of a mobilized troop basis or to raise the unit’s power up to a level permitted by the Security Forces Command.
Mobilization Mission Order:
This refers to the document that is given to the individual during times of peace, extraordinary situations or at the start of mobilization announcement. The mobilized personnel is obliged to carry this document on himself at all times, which includes information about the off name and the location of the mobilized personnel’s unit and the time period in which the mobilized personnel should join the unit.
Invitation to Arm:
This refers to the invitation of the reserve personnel (officer, non-commisioned officer, sergeant and private) or vehicles to the mobilization trial exercise and practice training. INVITATION TO ARM includes information regarding the location for the reserve personnel to go to be trained, the mobilization number of the unit to be joined, the off name of the unit and the time period of the practice.
Unit Mobilization Number:
This number is located on the mobilization mission order that the individual is obliged to carry on himself at all times and it is used to keep the location of the unit that the mobilized personnel will join confidential. It provides the numerical codes that allows the mobilization trial exercise and practice training to take place.
Draft Age:
According to the TRNC Military Law (59/2000) and the TRNC Mobilization Law (17/1980), this refers to the 30 year time period between the first day of January at the age of 19 and the first day of January at the age of 49 for every TRNC male citizen.
Extraordinary Situation:
According to the 3rd clause of the Law, extraordinary situation refers to natural disasters, contagious disases, economic depression or wild acts to destroy the democratic state that depends on the TRNC Fundamental Law or wild acts that seriously disrupt the public harmony.
Vehicle Definition:
TThis refers to the motorized and non-motorized private vehicles, work machines, tractors with tire wheels and all the vehicles used for transportation through land, sea and air.
Vehicle Mobilization Mission Order:
This is the vehicle specific document that states the mission and location of motorized vehicles of the sea, land and air or machines in service, at the mobilization planning scope. The responsibility and liability of this document belongs to the most recent owner of the vehicle.
Allocation:
All vehicles, goods and services belonging to the institutions that are under the control of the Ministries are allocated to the use of the Security Forces Command to meet the needs of the Security Forces Command during states of mobilization or war.
Goods:
All of the movables or immovables that are properties of an institution or an individual.
Services:
Through preparations over a period of time, this refers to the specific effect and results that are obtained through the acts of production, maintenance, construction, organizing, making the resources ready to use, leading and controlling a mission and all relevant activities to meet the needs.
Resources:
All kinds of goods and services produced by facilities, vehicles and human power that belong to public and private institutions and individuals.
Supply Materials:
Food, cloths, vehicles, weapons, ammunition, fuel and all kinds of materials and machines are the necessary materials required for the supply of the Security Forces Command and the maintenance and formation of the new units and institutions during mobilization.
Protocol:
Binding document between two or more public institutions of the government which states the preparations and tasks that both sides agree to do during states of mobilization or war.
Contract:
Binding document between a public institutions and a real or corporate individual which states the preparations and tasks that both sides agree to do during states of mobilization or war.
