DEFINITION OF PERSONNEL MOBILIZATION

 

  1. In order for the Security Forces Command to complete the mobilized personnel cadre and to provide sufficient personnel to the Region Protection Units in case of mobilization, the collective services of personnel mobilization includes training and providing enough mobilized personnel during times of peace and mobilization and calling citizens to arm in case of mobilization.
  2. In terms of personnel mobilization according to the Mobilization Law (17/1980) and Legislations (649/1994), civilians, formal and semi-formal government institutions and private institutions are obliged to take responsibility of check, call and conscription, training and invitation to arm.

 

WHAT IS THE DURATION AND PURPOSE OF MOBILIZATION TRIAL EXERCISE AND REFRESHING TRAINING?

 

Mobilization trial exercise and refreshing training aims to inspect the methods of mobilization, refresh the training of reserve personnel and allow the occasional organization of units with little or no central network along with all their related structures that are to be formed during mobilization. Mobilization trial exercise and refreshing training are carried out for a commanded duration at commanded units and/or institutions with the proposal of the Security Forces Command and decision of the Council of Ministers.

 

ANNOUNCEMENT OF MOBILIZATION 

 

  1. Mobilization announcement can be open or confidential when required.

     

                a. Open Announcement of Mobilization: This is announcing mobilization to the whole country, including even the most little civil and military organizations, by using all means of press and media suitable to the Security Forces Command Alarm System. All the ministries maket he announcement in their own organizations according to their own alarm systems.

                b. Confidential Announcement of Mobilization: This is the confidential announcement of mobilization using special call signals to the reserve personnel by the Security Forces Command.

     

    THE MAIN ACTIVITIES OF PERSONNEL MOBILIZATION

     

  1. To increase the Security Forces Command’s personnel number up to the mobilized organization and cadre level.
  2. To provide back-up personnel in order to meet personnel attrition that can occur during Mobilization.
  3. The trial of reserve personnel’s invitation to arm.
  4. To refresh and enhance the training of the reserve personnel that was reached at the time of regular personnel.
  5. The trial of the methods for inviting reserve personnel with special call signals to arm when needed.

     

    SITUATIONS REQUIRING ALTERATIONS IN THE MOBILIZATION MISSION ORDER

     

  1. Any situations that can be changed in the mobilization system already applied at the Security Forces Command,
  2. The cancellation of certain mobilization missions and need for reappointing mobilization orders to liable individuals in the system as a result of big scale abolition, adjustment, alteration in the location and set-up of units and organizations in addition to adjustments made in the preparation of mobilization,
  3.  In cases of no longer valid excuses and need, appointing mobilization mission to individuals who had excuses before that exempted them from mobilization,
  4. The inclusion of youngsters newly discharged from their military services to their mobilization units,
  5. In cases of alterations to the status of units.

 

THE CANCELLATION OF MOBILISATION MISSION ORDER

 

1. After being given the Mobilization Mission Order;

      a.Those who die,

      b. Those who stay in jail for more than five years,

      c. Those who are not found to be suitable for military by the Military Hospital Medical Board report according to the Security Forces Command Health Capacity Legislation,

      ç. Those taking part in the postponed cadre who are postponed according to this legislation,

      d. Those who stay abroad for more than one year,

      e. According to the needs and resources, Mobilization Mission Orders of the personnel are cancelled starting from the oldest birth dates who are left outside the age range determined by the Security Forces Command.

 2. Reserve regular or reserve officer and non-commisioned officers are obliged to report any changes in ID, address and health situations to the Military Recruitment and Mobilization Office Directorate within 15 days.

 

CHECKS OF RESERVE PRIVATES

 

  1. The checks of reserve privates are done between 01 JANUARY and 01 JUNE by the Security Forces Command Military Recruitment and Mobilization Office Directorate according to the year of birth and central system. When required, the checks can be done in conjuction with the mukhtar, district governorship, General Police Directorate, Post Office or Telecommunication Office Directorate. Dates of the check can be lengthened or shortened.
  2. Reserve privates are obliged to respond to calls made and attend the checks according to the 23rd clause, 7th sub-clause of the Mobilization Legislation (649/1994).

  3. Individuals who are abroad, at rest with the report of the medical board, imprisoned or have similar excuses during the reserve private check do their checks within 15 days after the excuses are no longer valid.

 

PROCEDURES FOR POSTPONEMENT

 

  1. Those who will be abroad for their or a first degree relative’s treatment and prove it with a formal document.
  2. Those who certify with student or specialization documents taken from the ministry responsible for education, showing that they continue their education abroad or within the country.
  3. Those who are given abroad assignments by formal or semi-formal institutions.
  4. Those who prove that they have to be on duty for technical and economical contribution to the government. the government, 
  5. The exercise is postponed to another date for those who prove their illnesses with reported stamped by any one of the hospitals connected to the ministry responsible for health in TRNC. The exercise is also postponed for those who get reports from a private hospital or clinic if the report is approved by a doctor employed in a Command, which is determined by the ministry responsible for health or the Security Command Forces.
  6. Those who inform the Military Recruitment and Mobilization Office Directorate with a written document that they will be abroad on the day of the mobilization trial exercise and bring entry – exit documents taken from the General Police Directorate upon return (including those who leave the island through the South Cyprus Greek Cypriot Administration and bring entry – exit documents taken from the General Police Directorate upon return).
  7. When applied to the Security Forces Command Military Recruitment and Mobilization Office Directorate before the date of mobilization, the exercise and training liabilities of those with excuses other than the ones mentioned above are postponed to another date if the excuses are accepted as reasonable by the Command.
