DEFINITION OF GOODS AND SERVICE MOBILIZATION

In relation to states of mobilization and war, this is the collective act of detecting the goods and service needs, detection and supply of resources, arrangement of the protocols, making plans and putting these to application during the aforamentioned states in addition to the trial of the planned context during exercises.

LEGAL REGULATIONS

The goods and service mobilization preparation steps of the Security Forces Command in accordance with the detection and notification of the needs of the Security Forces Command Stable Units and Region Protection Units to be set during mobilization, identification of the principles and priorities by the Security Command Forces, detection and supply of resources by related Ministries are shown below.

1. The detection of needs by the Unit Commands and notification of these to the Security Forces Command,

   
   

2. Notification of the Ministry in charge of resource that will supply the need of the Security Forces Command, the resource to meet the need,

    

3. The allocations to meet the needs of the Security Forces Command by the Ministry that is in charge of the resource are made and bound by a protocol.

    

4. Supply plans are prepared according to the allocations made by the Security Forces Command. Protocols and contracts are signed with the institutions that will meet the needs.   

    

5. Making allocations to meet the needs of Unit Commands.

    

6. Purchase, storage, transportation and distribution processes are made.

    

   DETECTION OF RESOURCES

    

1. Ministries, by cooperating with the Government Planning Organization and the related ministries, provide accurate information about the resources, facilities and stocks of the formal, semi-formal and private institutions that are under their control, stating the available resources at peace and mobilization. Hence, resource and facilities of other ministries and institutions are used when needed. Changes and advances in resources are continuously tracked and the records are arranged according to the most recent information.

    

2. Resource information is sent to the Security Forces Command every year in January. Resource detection charts arranged by the Security Forces Command are used for this.

    

3. Formal and semi-formal institutions that produce goods and service keep their resource detection charts ready at the ministry they are under the control of or connected to every year in September.

    

4. Private institutions, real and corporate individuals that produce goods and service keep their resource detection charts ready at the relevant ministry every year in September.

    

5. Institutions that own more than one factory or facility should report the production and/or import capacity separately for each factory and facility.

    

    

   THE RESPONSIBILITY OF THE LIABLE INDIVIDUAL WHO SIGNED THE PROTOCOL/CONTRACT

    

1. The personnel who is given a Service Mobilization Mission Order should get the building or field ready at the time stated at Mobilization announcement. Those who do not do so will be reported to the Unit Command.

    

2.  Mobilisation Regulations (17/1980) if the liable personnel do not fulfill his responsibility.

    

3. In cases of closure of the facility or changes in ownership, the owner should apply to the Military Recruitment and Mobilization Office Directorate in person with formal documents within 3 days.
